What is a Theme?

A theme is a categorization methodology or records. Every record added to the application must have an associated theme. These are an agreed categorization structure for local development themes/action areas/departments.

T1 has 4 themes including:
1. Health, Recreation & Quality of Life
2. Environment & Sustainability
3. Business & Economy
4. Infrastructure, Volunteer Management
T2 & T3 are the subthemes containing 18 themes and 73 themes respectively
